Will an REO in Nevada make repairs?

We are trying to by an REO in Las Vegas NV on a VA loan. The only serious thing that showed up on inspection was that the air conditioner was not working. It is a Fannie Mae house that was foreclosed on. Are the banks willing to make these repairs? We are in our 10 due diligence period now. Any insight will help....
