Where would you cut government spending with the exception of...?

Medicare and Social Security have been paid for by those who worked. It is owed to them or pay them back all the money, plus interest that they have contributed over the years. Cut the Department of Energy and Education, no don't cut them eliminate them. Also no foreign aid, and bring all our troops home, secure the southern border and throw out all the illegals. Fire 35% of all government employees, they are not needed.
