Why were so many financial regulatory agencies run by fiscal conservatives before the financial crisis?

America is doomed to repeat this process of bubble boom bust.. over and over untill a critical mass is reached of unemployment. Since America doesn't have a history of subservience and just accepting our role of serf lying down.. it should be interesting.
